What is a Floodplain Administrator?
A Floodplain Administrator is the principal community manager in the daily implementation of flood loss reduction activities, including enforcing the community's flood damage prevention ordinance, updating flood maps, plans, and policies of the community, and any of the activities related to administration of the National Flood Insurance Program (NFIP).
Who is required to have a Floodplain Administrator?
Every municipality in Tioga County, Pennsylvania needs to have a Floodplain Administrator in order to be in compliance with their own Floodplain Ordinance.

Substantial Damage Estimation (SDE)
- What is SDE?
- When the Floodplain Administrator conducts a limited appraisal of a structure's value and the monetary value of its damages/improvements, as required by their local Floodplain Ordinance.
- What is Substantial Damage?
- Damage of any origin sustained by a structure within the FEMA-Identified Special Flood Hazard Area (SFHA), whereby the cost of restoring the structure to its pre-damage condition would equal or exceed 50% of the fair market value of the structure before the damage occurred.

- When do SDEs need to be done?
- IMMEDIATELY after a structure within the SFHA has been damaged (regardless of the cause/origin), as well as following any mentionable improvements to the structure.
