ABOUT US

What is CART?

The Tioga County Animal Response Team (CART) was founded to assist emergency responders in handling companion animal and domestic livestock needs during emergencies or disasters.

 

What does CART do?

  • Respond to highway accidents involving animals where assistance is needed in rescue and temporary sheltering or management of the animals until others arrive to take charge of the animals
    • Example - Cattle/Horse truck rollover where responders might need assistance with the extrication of animals, and help placing them in a portable corral until another cattle truck arrives to continue transporting them
  • Respond to animals stuck in precarious situations
    • Example - Horses stuck in sink holes, horses loose on a highway, livestock loose on a highway
  • Respond to fires where homeowners are displaced and are in need of temporary sheltering for their companion animal
  • Respond when emergency shelters are opened in order to assist with sheltering animals
  • Respond to any other domestic animal in need of assistance as a result of: fires, floods, accidents or carelessness of owners
    • Example - Inadequate fencing to keep animals (horses, emus, goats, pigs, etc.) safe

 

What does CART NOT do?

  • CART does NOT respond for lost dog/cat complaints. These issues should be handled by other agencies
  • CART does NOT respond to any wildlife animal issues. The PA Game Commission is to be called for all issues involving bears, deer, etc.
  • CART does NOTrespond to animal welfare complaints
    • CART may assist law enforcement with the transportation and limited sheltering of domestic animals where they are being seized as a result of alleged mistreatment of animals, but those requests MUST be approved by the Tioga County Emergency Management Coordinator (EMC) AND PA-SART Executive Director

Types of Membership

  • Responder - If you are interested in being available to respond to an emergency scene and assist with animals who may be injured or in need of shelter, we have training available for you. Please note - On average, there are approximately 2-4 incidents per year which could require a full-scale CART deployment, but we do plan to hold regular exercises.
  • Administrative - Assistance is needed to build a database of resources available which could assist CART in its response. If you have knowledge of local cattle farms, veterinary clinics, or shelter locations, we are looking for your help!

CART responders receive training to respond to both large and small-scale animal events. All volunteers

 

What training would I need to be a responder on behalf of the CART?

(all courses are free of charge to CART members or reimbursable upon proof of successful completion)

  • Free Background Check - Pennsylvania State Police (PSP)
  • Sexual Harassment Prevention Agreement
  • Code of Conduct Agreement
  • SART Orientation
    • Offered by County CART Coordinator
  • Hazmat Awareness
  • Incident Command Courses
  • Animal Sheltering Course (16 hours)
    • TBD - Coming soon
  • Large Animal Rescue Training (LART) (40 hours) (ONLY if you're interested in large animal responses)
    • Penn State Main Campus annually

CART can be activated by contacting the 911 Communications Center (570-724-4666). Please include as much detailed information about the emergency as possible.
